Data center commissioning is the structured process of proving that a facility’s power, cooling, and controls systems work as designed before live IT load ever depends on them. A commissioning authority (CxA) plans and directs the process, the design team defines what success looks like, and the trade contractors who built the systems put them through their paces. The work runs through five levels, from factory testing to a full-building integrated test.
This guide explains the data center commissioning levels, the tests that matter most, and what general contractors and CxAs actually need from trade contractors along the way.
Most projects follow a five-level structure, often organized under a commissioning plan aligned with frameworks like ASHRAE Guideline 0 and its data center guidance. The names vary slightly between owners, but the sequence rarely does.
Major equipment gets tested before it ever ships. Generators, UPS systems, chillers, and switchgear run through factory acceptance tests, sometimes witnessed in person by the owner’s team or CxA. Data center L1 testing catches manufacturing defects while the fix is still the factory’s problem.
When equipment arrives, someone has to confirm it survived the trip and matches the submittals. Level 2 covers receiving inspections, damage documentation, and verification that what landed on the pad is what the design calls for.
This is the pre-functional stage. Installing contractors complete startup and checklist work, meaning torque checks, alignment, point-to-point wiring verification, fluid fills, and manufacturer-led startups. Every checklist signed here is a problem that will not surface during a witnessed test later.
Individual systems now prove they perform. Data center power testing exercises the electrical chain from utility through generator, UPS, and distribution. Chiller testing and cooling circuit testing confirm capacity, staging, and controls response. The CxA scripts the tests, and the trades execute and support them.
Data center IST is the final exam. The whole facility runs under simulated conditions, typically with load banks standing in for IT equipment, while the test team pulls utility power, fails equipment on purpose, and watches whether the building responds as designed. Data center L5 testing is where months of work either hold together or come apart in front of everyone.

The CxA runs the process, but trade contractors carry most of the physical work. At Levels 2 and 3, that means receiving, installing, starting up, and completing pre-functional checklists honestly. At Level 4, it means qualified craft on hand to operate equipment, make corrections in real time, and support the commissioning engineer running the script. During IST, it means around-the-clock coverage, because failover testing does not pause for shift changes.
The trades that show up prepared, with their checklists complete and their systems genuinely ready, are the ones that keep a commissioning schedule alive. The ones that treat Cx as someone else’s phase are how a two-week IST becomes a six-week IST.

Ask any commissioning engineer what separates trade contractors and the answer is paperwork. Complete pre-functional checklists, torque and megger logs, accurate redlines, and clean startup reports let the CxA verify readiness without re-walking every system. Critical environment commissioning runs on evidence, and a contractor whose documentation matches the installed condition earns trust that pays off every time a test result gets questioned.
Thin documentation has the opposite effect. It converts every disagreement into a site walk and every site walk into schedule.

The building management system and electrical power monitoring system are how the facility sees itself, which makes them commissioning infrastructure as much as commissioned systems. Point-to-point checkout has to finish before functional testing means anything, because an unverified sensor can fail a healthy system. During IST, trending data from the BMS and EPMS often serves as the official record of whether the building performed.
That is why controls integration sits on the critical path of nearly every data center commissioning plan. Systems that cannot be seen cannot be proven.
